Andy Benke, Town Administrator

Manages all personnel and departments,  overseeing all functions and operations of the Town. Serves as chief Town officer in all contract negotiations, budget implementation, projects and short and long-range strategic planning initiatives.  Primary liaison to Town Council for Staff and municipal matters.  Serves as Staff representative for all county-wide, regional and/or state meetings, unless delegated.  Andy joined the Town of Sullivan's Island in 2003 with 20+ years executive experience in the shipping industry.  A Sullivan's Island native and College of Charleston graduate, Andy lives on the Island with his wife, Ellen, and two sons, Christian and Dillon.



Lisa Darrow

Lisa Darrow, Asst. to Town Administrator     

Directly assists Town Administrator with a variety of projects and programs.  Manages Human Resources (PHR) & Risk Management; Town Communications;  Planning Commission staff; Grant Administration; Special Event Requests; Vacation Rental Business License Administration; and Farmers' Market Manager.  Lisa received her M.P.A. and Urban Planning Master's Certificate from the College of Charleston and B.S. from the University of Maryland. Lisa joined the Town in early 2007 with six years of municipal experience at the Town of Mt. Pleasant Planning Department and City of Isle of Palms.  A Mt. Pleasant native, Lisa lives in her hometown with her husband, Chris, and sons Stephen, Andrew & Joshua.

Courtney Liles, Town Clerk

Maintains and updates all official and archival records for the Town, such as ordinances, resolutions and proclamations, titles, etc.  Attends regular Council meetings and prepares minutes.  Issues licenses and other permits; handles revenue collections and prepares deposits; Board of Zoning Appeals liaison, handling all applications, notices, appeals and minutes preparation.  Handles Town Clerk duties with Municipal Elections.  Courtney joined the Town as reception/administrative support in January 2015 and was sworn in as Town Clerk in February 2018. She lives in Charleston.   



Jason Blanton, Deputy Administrator/Comptroller

Handles financial and accounting functions: budget preparation and tracking; managing internal accounting controls, financial policies, practices and procedures; fund management; tracks revenues and expenditures.  Provides monthly financial reports and budget projections.  Jason joined the Town in October 2007 having previous accounting experience with firms like Schleeter, Monson & Debacher.  He has a B.S. degree from the College of Charleston and CPA license.  Jason is a native of West Ashley where he currently lives with his wife, Amy, and two children.   


Kate Stith, Receptionist

Provides customer support for Town Hall, as primary contact for general customer requests.  Provides customer service and clerical administrative support to General Administration and Building Department staff, such as fielding customer calls/walk-ins and general service inquiries, issuing dog licenses, resident pool passes, etc.  Kate joined the Town in late January 2018 and lives with her family in Mt. Pleasant.

Pamela Otto, Clerk of Court

Manages all duties related to municipal court actions from citation to dispensation; coordinates jury trials and assists municipal judge as needed.  Maintains all court records as required by statute.  Pam joined the Town in June 2017 and lives with her family in Awendaw. 


Mary Poole,  Water & Sewer Billing/General Admin Customer Support

Handles billing and permits for the Water and Sewer Department and provides customer support for the Town Hall.   Located in Town Hall, Mary works in General Administration providing customer service and support by fielding customer calls and inquiries, issuing dog licenses, resident pool passes, etc.  Mary joined the Town in early 2007 and lives with her husband and daughter in Charleston.

Bridget Welch,  Accounting Clerk

Handles accounts payable functions for the Town:  tracking and recording vendor expenditures; issuing checks and recording transactions.  Assists with accounting functions and maintains financial records for the Town.  Bridget joined the Town as reception/administrative support in late October 2016 and moved to her current position in March 2017.  She lives with her family in Charleston.
